If custodial dad dies, can I, the stepmother get custody over the bio-mother if the mother has been proven to be unfit and the bio-mother has little to no contact with children and no stability (ie. moves from place to place)??

Potentially, yes. But the default is the biological mother. So if you have a concern about this, the father should be taking appropriate action to establish the facts and result you would want.
