custody battles

about a mouth ago I was told by CPS to give temperorary custody to my husband who I am divorcing . I had agreed only because at that moment I did not have a home for my children. The deal was he took the kids into his care until I found a home in which was sutiable for them and I. we have joint custody and I also have a restraining order against him for no contact, not even by phone. Because of those two things he is now saying I can not have my children back ever nor can I call or come and see them. my question is: Can he by law do such a thing? and if so what choices do I have in order to bring them home?

no, your husband does not have a right to prohibit you from seeing your children. You have a constitutional right to parent your children. You'll need to get a court order ordering him to allow you to see your children.
