Custody

If I am the custodial parent of both my Kids and I'm planning to move out of state, can their fathers' stop me even though they pay no child support and we have no parenting plan established?

You are not the "custodial parent" because WA doesn't recognize custody, it is called primary residential parent.

If you leave, he has six months to track you down and hale you back into court in Washington, which could be very expensive for you and could result in him being awarded primary residential placement.

If your kids have different dads, each of them can do this.

If you want to leave the state that is the risk you run.

What you should be doing is establishing parentage, getting an order of child support (for each child) and a parenting plan/residential schedule, and then, later, if you want to move you need to comply with the Relocation Act and give the fathers notice.
