custody if one parent moves out of state

with equal custody rights over two children, is one parent able to move children out of state without the others approval. in the parenting plan it says both parents are designated the custodians.

The parenting plan should also address the moving issue. If it doesn't, you will need to modify the parenting plan. The moving parent will probably be responsible for the increase in costs in sending the children to the other parent. Forms are at http://www.courts.wa.gov/forms/home.cfm
