Legal Question in Family Law in Washington

If custody is in place and the parent with primary custody is being sent by the military to a school - does the father have a right to have his son during her abscense or does the mother have the right to say the child is going to be statying with her parents?

Unless there are restrictions on the other parent or it would not result in a disruption to the childrens' lives if the primary residential parent is unavailable and the other parent wants to take child during the period of unavailability he/she will get them if he/she wants to force the issue.
