Can a dependancy guardian in Washington state have the right to file a termination of parental vistation rights

The guardian can try, and in any event even for a parent fully competent, it has to be approved by the Superior Court. I would not want you to think this will be easy to effect or that a court will likely approve it without a compelling reason (courts generally favor two parents over one).
