Divorce decree mutual fund

My wife had a mutual fund set up for her when she was a small child. Her parents divorced when she was young and the mutual fund was part of the divorce decree. It states that it is meant for secondary education or until 21. Her older siblings both received theirs but at the discretion of their father. My wife never received hers for secondary education and her 21st birthday is around the corner. Her father recently informed her that it had been liquidated and closed. Then more information came out and said he spent most of it years ago trying to get custody of her. He stated that the money was never hers but his and since he tried getting custody of her she had to pay for it somehow. Can any legal action be taken? One sibling received almost $4000 while the other got $8000. Her and her father haven't been on good terms for years. Instead of taking him to court before she turned 18 he gave my wife and her mother his word that she would get the money. Does she have a right to any money since the divorce papers state that it is for secondary education not child custody? What rights does the account custodian have?
