divorce decree
If the divorce decree says both spouse should share college educational expenses of adult child can I be held responsible if I didn't take out the loans?

The provision on post secondary support is generally not in the decree; I'd expect to find it in the Order of Support. I'd want to see what the ORS actually says, but even if the "bank" can't recover from you, the other parent could seek to recover the share that you owed on post secondary educational support.
