divorce with dual national kids

Hello. I have a friend who is experiencing severe marital troubles. His wife is a Japanese national and the 3 young children have dual citizenship. She repeatedly threatens to divorce and take the children out of the country. Is there anything my friend can do to prevent this?

In the divorce process the issue of where the children should reside will be addressed. Under the Uniform Child Custody Jurisdiction Enforcement Act, the primary residential parent is required to give notice of intent to relocate and the other parent is afforded opportunity to object and have a hearing.
