If my husband soon to be x has not paid our Corporation business license fees in Washington State, for 2007 and I file for a divorce before the fiscal year (2007) Is our Corporation disolved?

No, your corporation is dissolved administratively and that has nothing to do with your divorce.

There is a two year period where persons can "come after" the corporation even after it no longer exists.

You need to talk to a family law attorney. In Spokane, you cannot go wrong with Peter Karademos.
