in a divorce - what would "notice of intent to withdrawal" indicate? could it be the parties have decided to reconcile and not go throught with the divorce? Thanks.

Never assume anything about a notice of intent to withdraw. Read it for what it says on its face, that the named attorney is withdrawing from representing a party effective a certain date.
