what is the time frame for the ex to change utilities to their name and refinance the mortgage in their name only? Final decree to courts on 9/11/08. Also, what happens if ex can't refinance the home because they can't afford it?

That date should be in your decree. What happens when the party fails to comply should be in your decree. If those provisions are not in your decree, you will have to file a motion to compel enforcement of the decree and what date the court will set for compliance is going to depend on several factors.
