Legal Question in Family Law in Washington

I was divorced in 2005. In 2008 we drew up a new promise to pay contract for 200+k. He owes me $7K from 2008, I haven't figured out 2009 yet and 8K for 2010.

He keeps telling me I will lose it all if I do anything. I've recently been diagnosed with RA and haven't been able to work.

I have no money for a lawyer. I have no money for food. My electricity is due to be shut off Tuesday, at least that is what I am assuming because they didn't shut it off today. My ex told me if I call him again he will shut my phone off. What can I do?
