Entrapment

Can a man get a court order to have a woman take a Polygraph Test, in the State of Washington, in a Pregnancy Situation where she said she was taking the Birth Control Pill, but got pregnant anyway?

Polygraphs are generally not admissable as evidence, so I don't know what good it would do you to have one done on another party. Generally, polygraphs are done with the consent of the person being examined. I've never heard of a court ordering one. I understand what you are trying to prove (that she told you she was taking birth control pills, got pregnant anyway. If the child is yours, you are on the hook. What you are trying to prove is irrelevant. You should focus your energy on being a good father, i.e. at least getting a reasonable residential schedule and paying reasonable child support in conformity with Washington law.
