Establishing paternity in WA state
Can I start a legal action in WA to establish paternity if my baby's father is on active duty with the Army in Iraq? Does the state attorney help with this kind of thing if I'm not on welfare?

The Soldier and Sailor's Civil Relief Act prevents you from taking a default against a service person on active duty, it does not prevent you from initiating a parentage action. It may be tough to get him served, but if you contact his chain of command they'll help you figure it out.
The Family Support Division of the County's Prosecuting Attorney's office will assist you with this and whether you are on TANF is not relevant, it just means that if the State was supporting you and your child then they are going to want to recover any funds they expended.
