Legal Question in Family Law in Washington

Can my ex-husband with hold my child support check because I won't sign off on a title until the rest of the terms of the property division is finished? He is blackmailing me with the child support money saying he won't give it to me until I sign the title.

Child support cannot be withheld under those circumstances as far as I know.
