a gal was appionted in may 08 and has not been heard by the court yet, is this normal? The mother has not been co-operative and did not release information to gal until late Nov. and has not paid the retainer fee yet.Does it have any bearing on the report

Many professionals (GALs included) do not release their report until they have been paid. Because the parties have little motivation to pay after the report has been released. So if you want the report, you could pay the other party's share of the fee and ask the court to order the other party to reimburse you.
