Fathers obligation
A man has sexual intercourse under the false knowlege the woman is on birthcontrol. (she said she was) She then ends up pregnant (which was her intention). In the following month she places a order of protection on the man for telling her he wants her to get an abortion or he hopes the pregnancy does not last. The order is good for 2 years. In WA state I have heard that If the father refuses to sign the birth certificate, is not present at birth, and signs away all parental rights he is not required to pay child support for the child. Is this true?

No, it is not true. If the father refuses to cooperate, the mother can bring either an administrative or a court action to have him adjudicated the father.
Don't know where you are getting your information but if this is your fact pattern you should probably consider lawyering up.
When you refuse to cooperate the moving party (State or mother) can ask the court to order that you pay their costs, which can include attorney fees.
If it isn't your child, the faster you do DNA testing the better off you are.
