Can I file for divorce?

I have been trying to file for divorce for a couple of years now. I keep being told that I cannot divorce a deployed soldier. Now that he is back I'm being told I have to wait another 6 months to file because the Army has moved us again. Also, because my husband is having mental health issues there is a no contact order in place. I have the kids completely in my care. I was told that I cannot take the kids out of state on vacation but I have not seen anything about that in writing. Is it true? Can I go on vacation with my kids?

You can file for divorce in any state you are a resident of or there pursuant to military assignment. If the no contact order does not have a restriction on travel (for the children) you can travel with them. You should not put off getting this situation resolved.
