Legal Question in Family Law in Washington

husband turns on wife

in the state of wa. in a marriage that is has been financed by self employement only with this income and wa.being a fifty fifty state, what diffference does being married in a fifty fifty state and all when one spouse can even have access to use the income? that whole entire scenerio is not understandable or fair to me. one believes this and then tries to gain access and gets turned down , and turned down? then a professional in law says that both should be able to have access and use in the marriage... well i beg to differ. even our st. marital laws say that both spouses should be able to. when it comes down to it none of this is to be true. so my question is what is this ''marital law'' ? it isnt like a spouse can have a phone number to call and say hey my spouse is breaking one of the marital laws in our marriage and someone needs to be called out ....heck no body cares and no one seems to have any 'plain n simple' explantion to give. my wording here may be a bit off , lacking in getting a point a cross but at the same time, i am simply putting it down as it is.

Many aspects of marriage are addressed in Title 26 of the RCW called Domestic Relations:

RCW 26.04 Marriage through RCW 26.27Uniform child custody jurisdiction act.

There is also a significant body of case law (thousands of cases) that relates to domestic relations. As you say there is nobody you can call if a spouse is "violating" marital law, because it is a civil matter, not a criminal matter (except DV). So if you want to enforce this, you have to take action yourself (or through your attorney).
