Who holds the Court Commissioner and Judges responsible for there behavior in the court rooms of Family Law?

The Commission on Judicial Conduct, if the matter involves the misconduct of the commissioner or judge, and if it simply an error of interpretation or application of the law the Court of Appeals (or for a commissioner, district court or municipal court judge a superior court judge).
