Best military family law attorneys in Pierce County are Bruce Baxter or Jim Cathcart. You can find either of them at wsba.org under lawyer directory.
If you have had the child with you for a year, you likely need to file a modification based on your ex's voluntary agreement to change the child's residence.
And in my experience, both parents have to show up and deal with the passport issue. But how are you out of the country with a child with an expired passport?
