judge granted a relocation with children can we still move if the father of the kids appeals?

First, is it an appeal from a judge's decision or a motion to revise a court commissioner's decision. If the latter, you may want to wait because it is a short process (shouldn't take more than a month or so).

If it is an appeal and the father has not asked for a stay, you could probably move. However, you run the risk of having to bring the child back if you lose the appeal. So the answer depends on how strong your case is and the likelihood that it will be overturned on appeal.
