Leaving the state with my son
I am the primary Guardian of my son. His father pays child support on a fluctuating basis. I have wanted to move from the state for Employment and family location reasons and he says that I am not able to do that. He wont allow me to leave yet he sees his son once every 1-2 months and again pays 25.00 in child support for about 6-8 months and stops for 2 or 4 months and on and on

You have two separate problems (although clearly the first contributes to the second):
1) You would benefit from bringing a modification/enforcement action for child support. Each month that passes with no payment becomes a fully vested judgment bearing interest at 12%.
2) You have to file a relocation petition before you move out of your school district. If you fail to do this, your parenting plan can be voided and he can be named primary residential parent. The forms are at courts.wa.gov under relocation.
