my ex has legal custody of are 16 and 13 year old my 16 year old does not want to live with him anymore what rights does he have without getting lawyers involved again

Court order is not overruled by wishes of a 16 year old. Try to get a parenting plan modification by yourself rather than hiring a lawyer to do it. Especially if both of you are in agreement.
