This sounds like a theoretical question, as you are asking about a concept of delivery other than personal service. There is a presumption with U. S. Postal Service (First Class Mail) that it will either be delivered or returned. The presumption is rebuttable, but would require the other party to state under penalty of perjury that it was not delivered to their address.
