Must my husband I seperate to get a legal seperation in the state of WA, when our purpose is to seperate liabilities?

No. Physical separation is not required, if that is what you are asking.
There is also no waiting period.
If your plan is to separate your finances, fill out the summons and petition and file it. If your spouse agrees they can join the petition. Otherwise, you'd need service.
