Can someone please tell me what the legal term "Actively pursuing a course of study commensurate with the childs goals" refering to a post-secondary education court order means?

It is not a legal term, a legal term would for instance be "judgment not withstanding the verdict," the expression you are referring to will be interpreted by a court to give it its plain meaning in the context of the entire order of support.
