Legal Question in Family Law in Washington

The Mothers sides daycare will not release any information to me(father). I do have a parenting plan and have no protection orders against me. Below is what the parenting plan states:

"The father must be named as the secondary contact on any and all records such as but not limited to: educational, medical, dental, vision, therapies, and behavioral, and will have rights to FULL legal access to any all information, records, documents, etc pertaining to the child at all times."

So do you think that the daycare has no choice but to release information to me? I know that there is a WAC on information that they must provide but is there an actual law that states whether a childcare facility must not withhold info from parent?

From you question it is not clear if it is the mother that will not tell you what the childcare facility is, or if the facility will not provide information to you. Remedy is different for these situations. The more common event: If mother does not provide name of care facility after you have made well documented requests, you would have a contempt issue.
