Legal Question in Family Law in Washington

my niece is 5 years old my brothers ex hasnt put her in school yet. he is paying child support and have a custody agreement but when he tries to see her she wont allow him. and when she drops her off at her boyfriends mom they deny she is there, but the mom is currently married to someone else. could my brother do something about this since it technically isnt her family?

He needs to file a motion for contempt if there is a court-ordered Parenting Plan, or he needs to file a Petition for a Parenting Plan if he doesn't have one.

An attorney would be useful but he could do it himself if he could figure out the process. Go to http://www.courts.wa.gov/forms/ and locate the correct forms.
