Non-taxable income in child support

Army regulations give stated purpose for certain non-taxable income (i.e. BAS, BAH, OHA). Since these entitlements are strictly for the soldier can they be included in their income when figuring child support?

In Virginia, the unqualified answer is yes. The salary is also strictly for the soldier, so why omit base allowance, etc.? It's all income, and Virginia looks at income for all sources.
