parental child abduction

can a parent take a child out of state under the pretense of family help and then call and advise they are no longer returning?

Yes. But I am sure there is more to this question than you have provided. Is there a court ordered parenting plan/residential schedule? What does the PP or RS say about out of state travel? Who is designated as the primary residential parent? If no PP or RS is entered, during the first six months after the child is out of the State, WA is still presumed to be the residence of the child, you should begin an appropriate action to get a plan or schedule entered.
