Parenting plans
I am waiting for the results of the paternity test for my daughter. Her father is not a US citizen, and I am afraid that after paternity is established her father will try to flea the country with her. Am I required to establish a paternity plan, and if so can i ask for supervised visits?

There is a particular action to establish parentage and a child support order and a parenting plan.
If he is the father and the two of you are no longer together then you need to establish the boundaries of your relationship with him. Those boundaries need to include him paying support and him having time with the child.
There is nothing in your question that makes me concerned that he's going to take off with the child. Do you have any evidence that would tend to support your position?
You are not "required" to establish a parenting plan/residential schedule, but if you do not it would be vastly easier for him to leave with the child.
You can ask for anything, and whether or not the Court orders it is up to the Court. If there is a well grounded basis for supervised visits and you can PROVE it, then chances are the court will enter that order.
If it is just that you are apprehensive, probably not. It depends. I don't know enough about your situation to predict anything.
If you contact your County Bar association they can help you find a clinic or some kind of access to an attorney.
