paternity, fathers rights

my brother is interested in finding who he believes to be his daughter. a blood test was never done and the mother lost her to the state. I believe she may have been adopted. What rights does he have.

To hire a private investigator and find out. Adoptions are not supposed to happen without notice and opportunity to respond.
