Paying travel expenses when other parent is in arrears

I live in California, my ex lives in Idaho, parenting plan and child support are from WA where marriage took place. The parenting plan states we are to split travel expenses 50/50 between us for visitation but does not specify who is to buy the tickets/make the arrangements. Currently, my ex is over $5,000 in arrears on his support. Do I have to pay my half of travel, or can I tell him that he is responsible for buying the tickets and I will alert DSHS to credit my account for the amount that was mine? I don't want to deny him visitation, but I can't afford to buy the tickets - things are tight without the child support.

under normal circumstances it is the receiving parent who is responsible for making travel arrangements, in your case your husband. As for the back child support, you should contact DSHS immediately. You can also bring a motion for contempt for his failure to pay.
