Legal Question in Family Law in Washington

public law 105-187

I am curious to know what the consequences are of violating public law 105-187~Deadbeat Parent Act of 1998. And is there a dollar amount that needs to be obtained before a warrant is issued? is this a bench warrant or felony warrant?
