Your son will need to file an objection to relocation. He can get the forms for doing so at the courthouse, or online at http://www.courts.wa.gov/forms/.
Of course, this is assuming that there is a parenting plan in place at the moment which requires his ex to give notice to him.

If you had provided a zip code I would know to whom I could refer you. Since this is more generic -
The summons contains the information he needs - the website - to find the form to respond to the relocation petition.
He gets to object. He gets to propose that if she doesn't have a valid reason to leave then placement should be reversed with him as the primary and she can move away, and come back to visit the kids, but the kids should stay with him.
As you can imagine this gets a little testy and emotional.
Also, there are local and state court rules that must be followed in order to effectively ask for relief.
If your son does not have unlimited funds he should call the local Bar association and see if they have a clinic or something where he can ask a lawyer for advice.
As it is his relationship with his children that's at stake, I'd think hard about what that is worth, and be prepared to pay for help.
