Can I re-open a court divorce rulling from 16 years ago that was not fare, she received 82% and has created hardship to me.

You do not provide enough information for a complete answer to your question. As a general rule, sixteen years is too long ago to reopen the property distribution portion of a dissolution decree. If you have children, it may be possible to modify the child support provisions. You did not specify how she has created hardship for you, but again depending upon the facts, contempt of court proceedings may provide some relief.
