Residential Setting
Can my ex-husband rent out 2 of the 3 bedrooms in his home to strangers, leaving my 2 kids to one bedroom and him (the ex) in the garage below? (WA State)

There is nothing in the facts you have provided that is explicitly prohibited by law. If the "strangers" are dangerous, e.g. have a violent or drug related criminal history you may have a basis for seeking to modify the parenting plan, but if the "strangers" are ordinary people you may have a problem making this situation change.
