Does an emergency restraining order over rule a judges temporary placement orders?

In a nutshell, and knowing only what you have provided here the answer is Yes. A TRO can conflict and override a temporary order.

But if somebody got an ex parte TRO while there were temporary orders in place without a REALLY good reason, there is going to be heck to pay.
