if my friend runsaway, and stays at my house, and he is 15 and his parents find out and call the cops, can they make him return home if he dosen't want to or cna he stay and live with me even though he can not be legally emancipated?

Probably there is more going on here. Your friend can certainly explain to a judge why it is that he doesn't want to go home. If it is a really good reason, a court might agree with him that he should not go home, but in that case, CPS is going to want to be sure that he's placed with appropriate people.
That might be your family, and then again it might not be. I don't know enough.
The action is called a CHINS petition. He can get information on line, or by calling CPS.
