The Mother recieved papers from support enforcement that my husband has been being garnished through,she signed a paper saying that the child no longer lives there, and that she no longer requires to get support. Support Enforcement has that paperwork in there office.

Not sure what your question is. The duty to support your child runs to the child through whoever is caring for the child, so if the child is with somebody else, you need to pay support to the other adult.
Or alternatively, you need to care directly for the child. Support enforcement is not going to allow an obligor to stop supporting a child just because the obligee is no longer caring for the child.
