single mom/dads in jail
never married, no parenting plan, father signed birth certificate, has been in Jail since the Child was 8mnths old child is now 3. He will be in jail for at least 2 more years is it possible to have his rights terminated?

Nope. If he's the named parent on the birth certificate, he's entitled to pay child support and have a parenting plan entered providing for him to have some time with the child.
If you have since married, you and your new husband can talk to the father about having your new husband adopt the child. THAT will terminate all rights and obligations of the bio-dad - because she'll have a new dad.
Otherwise, cannot be done.
