Is Step-Mom Considered a Guardian?

I am a custodial parent of two boys. I recently remarried. Is my new wife considered a guardian? Can she sign paperwork (e.g. School forms) for them?

My youngest son's school is having a hard time with her signing documentation but, his doctor does not.

If you have a parenting plan, there is usually a provision for joint v. sole decision-making authority. In most cases, a step-parent will not be allowed to sign for a child.
