can a medical establishment turn my stepdaughter away and refuse to treat her injuries because I her stepmother is with her and not a birth parent. Please know that I carry her medical insurance under my name

Yes, they can. You should get a parental authorization to obtain medical care, and have it on file with your stepdaughter's primary health care provider.
