Is their such a thing as legal harrassment

I moved from Washington 1 year and 3 months ago. He served me with court papers for a court date that did not exsist. Then my ex did not file new paperwork for child support. They went after him for it. Now he is projecting it onto me saying that he is not doing it for my share of the travel expenses. I have to go to Court and in May DSHS can take it out of child support. But he wants me to either pay or hand over tax credit every year for our daughter. I have to go to court for this, is their anything I can do from this on going harrassment? We already have 2 court appointed couselers that have said that we can not have a constructive relationship.

There are several relevant facts that are not disclosed in this question, but I would need for a starting point. Where were you divorced, when were you divorced, is there a support order, what does the existing support order say about travel and tax deductions, is there a parenting plan, who is residential parent? Whether what he is doing is harasssment or simply enforcement of the existing order I can't tell from your question.
