Transfering a case

I been trying to transfer my case from Puerto Rico to WA, I lived here for the last 3 years and my daugther's father live in Germany for the last 3 years too, but they still saying that they have jurisdiction in the case but never told me the reason why, is any way I can do to help myself to transfer the case?

It is unclear from your question, whether you are the primary residential parent. If you are the primary residential parent (or have custody as some states describe it) you can register your parenting plan/custody order in WA after the child has resided here for 6 months. Child support relocation is somewhat more complicated. You can always ask the WA courts to enforce the support order, but it is more difficult to move a support order for modification to another state, but based on neither of you residing in PR you may be able to do that (if your spouse is in FRG under military orders he may still be a resident of PR although he is living in FRG). You should contact an attorney to handle this.
