There seems to be a confusion between the subject line and the actual questions. A parent can place a child with another person and create a guardianship or arrange for an agreed third party custody, but in WA you can not just abandon your child without facing legal liability (nothing may come of it, but something may). What kind of basis is a child not listening for abandonment? You are using the euphemism of "put a child in a shelter" in substitution for "abandon." If you are having trouble with a child there are community resources available, start looking around for help, if you can not afford counseling-therapy programs, contact the city-county public health nurse or a school counselor to find out what is available at low or no cost.
