Legal Question in Family Law in Washington

either way is okay in a walk out

one spouse walks out on the marriage by leaving w/no returning. this spouse did not give warning, explantion, no address, and left other stranded financually by leaving other with no access to any finances/monies. ok,well means how it is seemingly not against any legal law to do this to the other in a marriage, then why do we have martial laws in washington? really i need to know.
