So, my wife and I are trying to adopt children out of state. Not sure where to start . We have been in contact with cps in Nevada about the girls we live in wa. should we hire an attorney to make it a faster process. I am a blood relative, Does that make it easier?

It all depends on whether the CPS is in favor of your adopting the children. If they are, they can probably get the process moving and shepherd the process for you. There is a law called the ICPC (Interstate Compact ont he placement of Children) that all states adhere to.
Once you were approved by ICPC and the NV juvenile court, you would then adopt the child in WA. CPS should be able to answer these questions for you. They may also be willing for you to adopt in NV, which may avoid the ICPC process
If the CPS is NOT in favor of you adopting, you would need a NV lawyer and money for the fight.
Finally, whichever situation exists, keep in mind that you always need to treat the CPS worker with courtesy and respect. As I tell my clients, threat them like Uncle Mike and Aunt Susie, who have you in the will for a million bucks. You'd do just about anything to keep them happy. And you do this in a way that is not phony.
But trust them like you would trust a rattlesnake. That's how you think about them. (Of course, you never let them know how you think about them.) I like to quote a limerick that addresses this last point: There once was a lady from Niger, who smiled as she rode on a tiger. She went for a ride, but she came back inside, with the smile on the face of the tiger." CPS is not a tame animal.
